r003 completed the requested design-stage provider contribution completion for the 13-domain design baseline. It did not redo r002 from scratch. It treated r002 as bounded semantic source material, consumed the two completed r003 audit-session reports before reuse decisions, repaired only cells classified as missing/invalid, and then ran separate native Opus final integrations for every domain.

Exact claim ceiling: design-stage provider contribution completion only. This report does not claim implementation, runtime behavior, production deployment, live provider health, live pricing, exact token accounting, or future provider availability.

P3 created isolated r003 contribution bundles only for cells requiring repair:

Native Opus Final Integration Notes

The first P5 final batch for final_report, todo_system, quality_gate_framework, provider_routing_self_invocation, and cross_cutting hit a native Opus provider rate limit with no fallback. The failed logs were preserved, the router cooldown until 2026-06-25T21:10:00+02:00 was respected, and all five were retried sequentially on claude:high only. Final blocked providers: none.
