R007 Final Report

Answer

R007 implemented and validated the Fable replacement decision lane.

The result is PASS_BOUNDED: Codex GPT-5.5 x-high is now the default replacement decision reviewer for this Test System/Base Tooling lane when Fable is unavailable, and Opus/GLM were used as supporting cross-checkers on a real current residual packet.

This does not mean the whole Test System or all Base Tooling Buildout residual rows are complete. R007 explicitly preserves the remaining partial rows because their missing predicates are deterministic/runtime evidence gaps, not provider-selection gaps.
